The Office of Public Guardian routinely uses published articles and reports to highlight the inaccuracies prevalent in the child welfare system. Following are brief summaries of full published reports that have been shown to be quite interesting to those in the child welfare system. 

2006 A Study of Placement Stability in Illinois

The University of Chicago, Center for Children came out with a report recently that shed some light on the instability of placements for DCFS children. In the study, the University of Chicago administered a web survey to approximately 1,200 DCFS and private agency workers and asked them a series of questions. They then analyzed the data and had some noteworthy findings.

According to the report, 57% of children in their first month of care experienced one or more moves. They also found that the average number of placement changes has risen 23% since 1992. The caseworkers also reported that 75.9% of placement changes were due to the foster parent’s inabilility or unwillingness to continue fostering either because the foster parent was unable to tolerate the children’s behavior/emotional problems or changes in the foster parents’ circumstances (divorce, marriage etc).  The caseworkers believed that services geared toward treating the foster family as a unit would have helped stabilize these homes.  However, most admitted that although these services were recommended they were not being provided.

Midwest Evaluation of the Adult Functioning of Former Foster Youth from Illinois: Outcomes at 19

The University of Chicago Center for Children generated a report that compared the lives of nineteen year olds in foster care to those who were discharged from care. They interviewed the two groups and determined that young adults out of care were doing considerably worse than their counterparts that were still in care.  Many of the young adults not in care could not support themselves, experienced homelessness, had poor health, had drug or alcohol problems and had engaged in criminal activity resulting in incarceration.
